巨型城市郊区的新型城镇化路径探索

——以北京市顺义区城乡一体化规划为例

摘要：走向以人为本的新型城镇化是新时期的国家战略选择，巨型城市郊区则是当前中国城镇化推进最具复杂性

的类型区域之一，因此，对这一类区域的研究十分有助于深化对新型城镇化路径选择的探索。在充分认识北京市

顺义区这一巨型城市郊区城镇化模式的基础上，通过大量的农村入户调查，以“自下而上”的乡村视角剖析农民面

向城镇化的实际需求，并与“自上而下”的城市视角分析相结合，提出了顺义城镇化的新型发展路径，在促进顺义

城镇化形态完善与质量提高的同时，优化顺义的城乡空间格局。最后，本文对未来新型城镇化需要关注的若干重

要问题进行了初步探讨，并提出了政策创新方向。

Research on the New Urbanization of Path of

Mega-city’s Suburb

From the Case of Urban-Rural Integration Plan of Shunyi Beijing

Abstract：People foremost new urbanization is the strategic choice of China during the following decades, and suburb of Mega-city is one of the regions with most complicated urbanization mechanism

in China. Therefore，it’s of great help to deepen the research of new urbanization path in China by

studying such areas. Based on the analysis of urbanization pattern in Shunyi which is suburb of Mega-city Beijing, this article discussed the demand of rural residents in urbanization process from the

perspective of bottom-up through hundreds of rural residents’ investigation. In combination with

top-down analysis from city perspective, this article raises the new path of urbanization in Shunyi to encourage the development of urbanization form, improve urbanization quality and urban-rural spatial structure. At last, this article also discusses some key problems facing new urbanization and figures out the orientation of policy creation.
