In the new economic phase（经济阶段）, knowledge will no longer be society’s “upper structure”. It will replace capital, infrastructure and materials as the most important productive force（生产力）. The beginning of the century, therefore, is a crucial period when human society transforms from the “industrial economy” into the third phase—the “knowledge-based” economy. Some have christened（命名） this transformation （改革）as the human economy’s third wave. This transformation process would be much faster than we had expected. Moreover, this new catch phrase（引人注意的标题） of “knowledge-based economy” is not a new economic subject, nor is it a particular type of economic model for us to choose from. It is a definition of a new phrase in the development of human society. It is the tide of the times, an inevitability（必然性） of history. Either you submit to （屈服）it and prosper or you resist it at your own peril. There are no two ways about it.（毫无疑问）

In America, many of the society’s most cherished values, such as equal treatment for fellow citizens and respect for the law, depend in practice（实践） on individual character（独特性）. The development of character and citizenship has always been a primary goal of America’s schools. Today, it is more important than ever that we educate our young people to be knowledgeable, compassionate（富于同情的）, and involved citizens of a free society. Since 2002, 47 State education agencies and local school districts（区域，行政区） have received grants to implement character education programs. These grants help schools work with students, parents, and community organizations to effectively teach universal values（普通观念） such as respect, honesty, and tolerance. By teaching these values to our children, and living by （以什么为生）them in our own lives, we can build a future of hope, compassion, and opportunity for all.
